AWARDS

ELIGIBILITY – Federated Garden Clubs or groups of clubs within the Federation are eligible to apply for State, Central Region and National Awards. Youth Gardeners must be sponsored by a Senior Federated Garden Club or individual members of a Senior Federated Garden Club in order to be eligible for State Awards.

AWARD YEAR – Awards are given for work completed within the calendar year—January 1 to December 31.

STATE AWARDS – FGCM Awards are offered for Flower Shows, Club Projects, Publications and Youth and Special Projects which are judged by the appropriate State Awards Chairman from Applications and/or Books of Evidence received by November 30. Yearbooks to District Awards Chairman by February 1. (3/2020)

EXCEPTION – Christmas Flower Show Applications with Books of Evidence, Publicity Application Awards and Award of Honor Nominations are to be received by December 20.

Winning entries are forwarded by the State Awards Chairmen to the respective NGC Awards Chairmen for National judging. A complete list of entries from each state must be included with the NGC submissions.

State Awards are announced during the Annual State Convention and published annually. Winning entries are forwarded by the State Awards Chairmen to the publisher of the Awards Booklet, appointed by the State President, and are available at the Annual State Convention. Chairmen may award cash, where applicable, and first (blue), second (red) and third (yellow) places, when merited. Cash awards will be divided equally in the event of tie.

AWARD APPLICATIONS

GENERAL INSTRUCTIONS – Applications for Awards MUST be made on the Application Form for State Awards which appears in the fall issue of THE GARDEN FORUM and on the website. Application form must accompany the Book of Evidence of supporting data. When a club is applying for a Flower Show Award, advance application must be made to the State Flower Show Chairman thirty (30) days before the show is staged in order to arrange for a Judges’ Evaluation of the Flower Show.

When a club is applying for a Garden Tour Award, advance application must be made to the State Garden Tours Chairman thirty (30) days before the tour date in order to arrange for a Judges’ Evaluation. All Books of Evidence are to be sent to the State Awards Chairman before November 30 with the exception of Christmas Flower Shows which are to be sent before December 20.

Paperclip the STATE Application Form with Yearbook, Projects, Flower Show, Special, Publication and Youth Awards. This Form will be attached to the appropriate place as indicated in award description. The Application Form is published in the Fall Issue of THE GARDEN FORUM and on the State website.

Construction of Book of Evidence or description of project shall present an accurate picture of the Flower Show or Project. Data shall be brief, neat and concise. All script shall be typed, using double or 1 ¾ spacing.

STATE AWARDS CHAIRMAN – First place winners in each category must be sent by mail or email by the State Awards Chairman to the NGC Awards Chairman to arrive no later than January 15, or to the Awards Committee member designated in the rules. Exceptions noted.

NATIONAL AWARDS (NGC) – All National Award applications are made by the State Awards Chairman. To be eligible for National Competition, an application must comply with National requirements. Descriptions of National Awards appears in the September-October issue of THE NATIONAL GARDENER at the beginning of each administration (the odd-numbered year) and on the NGC website, with corrections and additions printed at the beginning of each new term. These Awards are listed under Awards on the NGC website. Clubs interested in being eligible for a National Garden Club Award shall study and comply with the requirements published in these issues. NGC Awards are announced at the NGC Annual Convention.

NATIONAL PRESIDENT’S PROJECT AWARD AND CENTRAL REGION AWARDS – Applications may be sent directly to the appropriate person by clubs. Please check websites for requirements, application format and winning recipients.

1. AWARDS YEAR – January 1 to December 31. This applies to all Projects submitted with the three-page NGC Application Form. All awards may be presented annually, if merited. Any exceptions will be noted.

2. ELIGIBILITY – Only National Garden Clubs are eligible to apply for NGC awards unless otherwise stated in the award description.

3. APPLICATIONS FORMS – NGC has an Application Form and procedure for applying for awards. The Application Form contains topics to be addressed along with any supporting photographs.

- There is a three (3) page limit, using only the front page. Exceptions noted.

- Binders and vinyl sheet protectors are no longer required or allowed. Exceptions noted.

- Applications will not be returned.

- Applications may be submitted electronically or by hard copy to the State Awards Chairman and National Awards Chairman where applicable.

- Forms are available on the NGC website: gardenclub.org and from State Awards Chairman.

NGC NOTE – A BOOK OF EVIDENCE Should Be Prepared for the Following Only:

PREPARING A BOOK OF EVIDENCE

A Book of Evidence is the compilation of facts and information related to a Project or a Flower Show.

GENERAL INSTRUCTIONS

1. Construction of Book of Evidence should present an accurate picture of the Project or Show. Data should be brief, neat and concise. Material should be attached securely to pages. For Project Award: A maximum of three (3) page limit, using only front of the page. (EXCEPTION: Publications have no page limit.) Flower Show Achievement Awards – Ten (10) pages only, to total 20 pp., Front and Back. (3/2020)

2. One completed Application Form (fall issue of THE GARDEN FORUM) should be attached to the front of the Book of Evidence with a paper clip for easy removal.

3. All script must be typed – Use double or 1 ½ spacing.

4. Important: Be BRIEF AND CONCISE. Organize your evidence in a logical manner.

5. Anyone applying for an award that may be submitted to NGC should contact the FGCM Flower Show Chairman for the proper Flower Show Application Form and the State Awards Chairman for the proper Projects Application Form.

AWARD OF HONOR — The Highest State Honor for Federated Garden Clubs of Missouri, Inc.members, whose volunteer efforts, during a period of five or more years, have made outstanding contributions to club and community in one or more of the following areas: Conservation, Design, Garden Therapy, Horticulture, Landscape Design, Youth Activities and/or All-Around Excellence.

Any member of a Federated Missouri Garden Club who has never served as a member of NGC Board of Directors is eligible for this award. State Presidents are ineligible.

SPECIFIC INSTRUCTIONS – FLOWER SHOWS

Requirements of Preparing a Book of Evidence for Flower Show Achievement Award – Please refer to NGC HANDBOOK FOR FLOWER SHOWS, REVISED 2017 and the NGC website: gardenclub.org for detailed information.

A. Use a theme folder. Attach envelope to inside back cover for Schedule and Evaluation Forms. Book shall be a maximum of 10 pages with 20 surfaces, front and back. Use clear protective page, except for State Application Form.

B. The Title Page should begin three (3) inches down and include: the name of State Garden Club; the name of applicant (Club, Council, District, or State) with complete address (President or Director); total membership at the time of the show; number of members exhibiting in the show; number of non-members exhibiting in the show and a brief description of the show.

For an NGC Award, the appointed Chairman is encouraged to compile the Book of Evidence for Flower Show Achievement Award and save in .pdf format, then put on a CD/DVD. Any format such as Power Point, Publisher, Word, etc. may be used as long as it is saved in .pdf format. Label should be placed on CD/DVD. Place CD/DVD along with a copy of the Flower Show Schedule, the Awards Application Form Sheets, and Evaluations in an envelope. Submit entry to your State Awards Chairman.

PROCEDURE FOR APPLYING FOR PROJECTS

- PROJECTS – Complete the FGCM and NGC Application Forms. Submit the original form (three pages, only—Exceptions noted) to your State Awards Chairman by the deadline set by your state. If submitting by mail, include original and one copy. See NGC website for information concerning specific awards and guidelines for Club Projects.

- When the same project is eligible for various awards, submitting exact duplication of the application is not acceptable. A significant change must be evident in the summary regarding the projects.

- Keep one copy of the completed application for your records.

SPECIFIC INSTRUCTIONS FOR PROJECT AWARDS

SCALE OF POINTS FOR ALL NGC AWARDS – (Exceptions: Promotions, Publications, Yearbooks, Flower Show Achievement Award, and Website, as noted).

5 pts. Presentation – Neat, concise, includes all required information on the NGC Awards Application Form (three (3) pages allowed, front only) or Book of Evidence, if required.

65 pts. Achievement – Scope of project; need and fulfillment; benefit; accomplishment; comprehensiveness of work; activities to attain goals; evaluation of goals reached; educational; prior planning; very brief history if continuing project; financial report; other.

15 pts. Participation – Size of club; involvement: members, community, government agencies, professionals, youth, residents in facilities, others. Not all of these have to be involved.

15 pts. Record or Documentation – Supporting data (as applicable),clear, well-labeled and neatly attached before and after photographs if applicable; landscape plan (does not have to be professionally drawn), financial report, letters of appreciation, community awards, newspaper or magazine articles (if possible), radio or TV script (if possible), etc. Photocopies are permitted.

PUBLICATION AWARDS — Publication Awards are offered at State and National levels for one club, multiple clubs, Councils, District and State publications. Send Publication with Application Form to the respective State Awards Chairmen by October 31.

Ribbons will be awarded for Publications by Categories of Editorial Content. Example: Cookbooks, Manuals, Handbooks, Histories, Newsletters, etc.

Excluded: Notices and Flyers Relative to One-Time Events

PUBLICATIONS – Submit entries for awards in an envelope with one Application Form secured to outside and one enclosed inside envelope if sending by mail. Questions on Application Form must be answered. Details are important. Electronic submissions permitted. Submit entries to your State Awards Chairman by deadline set by state.

Be sure to attach an FGCM Award Application and NGC Award Application if you want it to be considered for an NGC Award. You will need to fill out the State Application Form as part of your three (3) pages.

YEARBOOKS — Yearbook Awards are offered at District, State and National levels; rewarding attention to both format and content. Recognition is given at the District Annual Meeting, the State Annual Convention and the NGC Annual Convention.

The NGC Application Form (found on gardenclub.org) with the top portion completed must accompany all Yearbooks. The six (6) questions need not be completed for Yearbooks. Attach the FGCM Application Form to the Yearbook and mail to the DISTRICT YEARBOOK Chairman and other designated people by February 1.

Yearbooks are judged by a District Committee and all Yearbooks scoring 95 or above will be forwarded to the STATE Yearbook Chairman by February 20. The State Yearbook Chairman forwards the winning Yearbook to the Central Region Chairman by March 10 of the following year.

The NGC awards a Certificate of Commendation with First Place recognition may be awarded for outstanding Yearbooks in each of the following categories, determined by number of members, including NGC Life Members, on whom NGC dues are paid. Yearbooks may be accepted for competition on the calendar year or the club year (the same Yearbook may be submitted only one time in awards year). No envelope necessary. State Awards Chairman submits Yearbook winner in each category to the Regional Awards Chairman.

District Awards Chairman shall submit ALL Yearbooks scoring 95 or above to the State Yearbook Awards Chairman for State competition: First (blue), Second (red), and Third (yellow) Places (11-14)

GARDEN CLUB YEARBOOKS are judged at both District and State levels according to the following Categories:

2 pts. Cover: Include name of club, town, state organization, year and appealing design or photo. If 3-ring binder cover is used, substitute with paper cover and include required information listed above, and so note.

2 pts. Title Page: Include name of club, town, state organization, year, number of dues paying members and affiliated organizations (district, region, NGC). If state and national dues are paid on association/inactive /honorary members, they are counted in total membership.

1 pt. Table of Contents: Number the Yearbook pages and list topics on Table of Contents Page.

Subsequent Pages: In any order most useful to members and best fit for page placement. Information in a club Yearbook should be in logical order. National and State information does not have to be in front:

2 pts. Calendar of Events: list dates and locations for district, state, region and national meetings and events to encourage members to attend and to eliminate the setting of conflicting dates.

Programs: Topics should cover a variety of NGC goals and objectives such as Birds, Blue Star Memorials, Butterflies, Conservation, Environment, Floral Design, Horticulture, Therapy, Recycling, NGC and State President’s Projects, etc. (indicate if special interest club, e.g. Horticulture, only; Design, only):

Projects: Projects involve actual membership participation that benefits the community and further NGC Goals and objectives. Some fundraisers (sale of bulbs, bedding plants, herbs, etc.) may help to beautify the community, as well as produce revenue for clubs. Some fundraisers may help promote NGC Member Services as well as publicize our organization and goals. Certain social activities may lead to membership increase. State such in descriptions:

15 pts. 1. List Continuing and New Projects (a club is not required to have new projects).

20 pts. 2. Give brief word description of projects. Include location, name of chairman, how members participate, list of donations, if applicable, in-kind donations, if applicable, plans for maintenance, if applicable, etc. e.g. ‘Establish a Teaching Garden at Adkins Elementary School, after school program with planned curriculum, four days a week from 3:30-5:00 pm. Indicate if fundraising is a part of the project (some fundraisers may help with beautifying the community or education of public, as well as produce revenue for your organization).

SPECIAL AWARDS — Special Awards are offered by the State, Central Region and National. These require special applications and deadline dates with the rules being found in the September/October Issue of THE NATIONALGARDENER, on the NGC website: gardenclub.org and the summer and fall issues of THE GARDEN FORUM.

YOUTH AWARDS — Youth Garden Groups are eligible to apply for the Project Awards listed later in this Chapter and for all other Youth Awards and Contests are listed in this Manual.

YOUTH CONTESTS

YOUTH POSTER CONTEST – An annual poster contest is held for Grades one through five (Gr. 1-5) promoting Smokey Bear and Woodsy Owl conservation practices. Current contest rules are published in the fall issues of THE GARDEN FORUM, THE NATIONAL GARDENER and on the State and NGC websites. Clubs may also contact the State Smokey Bear/Woodsy Owl Chairman for information.

GENERAL RULES FOR

SMOKEY BEAR AND WOODSY OWL POSTER CONTEST

1. All poster entries must be sponsored by a local Garden Club.

2. Posters must feature Smokey Bear or Woodsy owl and must not feature both together.

3. Smokey Bear posters must include Smokey’s wildfire prevention message: Only You Can Prevent Wildfires! Woodsy Owl posters must include Woodsy’s conservation message: Lend a Hand, Care for the Land!

4. Posters should encourage children to take a personal role in preventing wildfires or conserving natural resources.

5. Each entry should be 11 x 17 inches in size.

6. Material that can be used include: crayons, markers, poster paints, watercolors, etc.

7. No three-dimensional posters, computer scanned, or electronically generated images will be accepted.

The following information should be written on the back of the poster in the lower-right corner: the artist’s name, address, home phone number, grade level, school, teacher’s name, city and state. Should school policy preclude giving students’ address and phone number, please include the school address and phone number. Each poster must also show the name of the sponsoring local Garden Club as well as an address, phone number and email for the local Garden Club. (Do not use a dark marker for this information as it may show through.)

8. Posters are to be completed by individual student artists. Competition may include students from first to fifth grade.

9. The local Garden Club Chair must submit the poster entries to his/her District Chairman no later than November 30. The State Garden Club Chair must submit the five winning posters from his/her state to Regional Garden Club Chairman by the required date.

10. Smokey Bear and Woodsy Owl are official icons protected by law, the color of their clothing need to be accurate. Check the colors on the website: www. fs.usda.gov/learn/kids

11. Students should be reminded to check spelling. Posters with spelling errors will be disqualified.

12. Any group of children can participate. Scout troops, after school programs, and the like are perfectly appropriate. The child’s grade must be included on the poster so that the participant can compete in the correct grade category.

13. Winning posters should be copied as they cannot be returned.

14. Posters will be Judged 20% each for:

Slogan, Artwork, Originality, Design and Overall Effectiveness of Message

YOUTH HIGH SCHOOL ESSAY CONTEST

The High School Essay Contest is open to High School students attending 9^th through 12^th grades. A $1,000 National Garden Club Scholarship will be awarded to the National Winner. If the winner is an underclassman, the $1,000 Scholarship will be held by NGC without accrued interest until such time that the student enters college. Students should write the essay so it is suitable to be published in the NGC publication, THE NATIONAL GARDENER.

Length of Essay: Between 600-700 words. The entry will be penalized if the essay does not conform to the required length. All entries must be typed and titled.

YOUTH POETRY CONTEST

A poetry contest for is sponsored by local garden club and open to all eligible students Kindergarten through Ninth grade (K-Gr. 9). Check the NGC website for the current annual theme, guidelines and deadlines and the summer/fall issues of THE NATIONAL GARDENER.

Contest Rules

1. All entries must be typed and titled

2. Include name, address, age, grade and school of participant on the back of entry

3. Sponsoring garden club and state garden club name must also be identified

4. Sponsoring garden club may be that of a grandparent

5. All entries become the property of National Garden Clubs, Inc.

7. Poems may be traditional verse, acrostics, blank verse, chinquapin, diamond poems, limerick or Haiku

YOUTH PROJECTS

PREPARING A BOOK OF EVIDENCE: All general rules for constructing a Book of Evidence apply to Youth Gardeners. The age span and grades of participating groups must be included. The sponsoring garden club’s Yearbook which describes youth activity must be included.

YOUTH SCULPTURE CONTEST

The purpose of the Youth Sculpture Contest is to encourage youth to keep our planet green and to get involved with saving the environment. See NGC website for additional information.

Contest Rules

1. Children in the 4^th through 8^th grade will be eligible to enter

2. The sculpture is limited to a size that would fit on a 8 ½ “ x 11” sheet of paper and must be constructed of recyclable, reused and reduced material

3. Entries should include as many photographs as can be printed on the back of the entry form; (2) 4x6 photographs are recommended

4. Club entries must be sent to State Chairman by State Deadline. State Winners must be sent to Region Chairman by February 1.

5. Youth sculpture contest winners will be asked to submit a high quality photo of their entry to be used on the NGC website and in other NGC publications

BLUE STAR MEMORIAL MARKER AWARDS

P-6 DONNA LANTRY BLUE STAR MEMORIAL AWARD

$50.00 given annually to the first club that has their application approved by the State Blue Star Chairman, the State President and the NGC Blue Star Chairman for the installation of a Blue Star Memorial Marker or Memorial Highway Marker. P-7 JIMMIE J. MEINHARDT BLUE STAR MEMORIAL LANDSCAPE AWARDS One $50.00 First Place and one $25.00 Second Place may be awarded annually to a member garden club or group of member garden clubs for the most outstanding completed landscaping project around a Blue Star Memorial Marker, a Memorial Highway Marker or a By-Way Marker. This now-completed project may have been continuous, but must stress the landscaping of the marker completed within the current award year. Should this landscaping project be completely destroyed, the new landscaping project may be eligible for this award again. The Marker and landscaping may be part of a highway department rest area maintained by MODOT.

P-15 MOUNTAIN VIEW GARDEN CLUB FGCM OBJECTIVES AWARD $75.00 may be awarded annually for a garden related civic project in relation to conservation; beautification or roadside improvements which best advances landscape design and the study of horticulture and environmental issues; aids in the protection and conservation of natural resources, protects civic beauty and encourages the improvement of roadsides and parks. P-16 MISSOURI LANDSCAPE DESIGN COUNCIL AWARD

$200.00 may be awarded annually for First Place to a club with a civic landscape project, and $100 may be awarded to a club for Second Place. A detailed landscape plan and cost estimates are required. The landscaping must be at least one quarter completed before applying for this award and must be completed with two (2) years. To be judged by the Missouri Landscape Design Council.

P-17 FULTON GARDEN CLUB SPECIAL ACHIEVEMENT AWARD

$50.00 may be awarded to one club annually for outstanding activity, club project for improvement or any accomplishment not included in above awards.

P-20 EDNA RUTH FISCHER ROADSIDE IMPROVEMENT AWARD

$25.00 may be awarded annually to two or more clubs for outstanding Roadside improvement. The adoption and accomplishment of a program for permanent roadside beautification shall be the basis of this award. Such a program may be continuous yet shall have reached an advanced degree of completion prior to making application for the award. A program for roadside development which includes a long range plan and/or the cooperative abolishment of roadside dumping grounds, billboards, auto-wrecking yards, unsightly conditions of roadside refreshment stands, etc. may constitute acceptable achievement.

P-21 RAYTOWN GARDEN CLUB HORTICULTURE AWARD

$50.00 may be awarded annually to one or more clubs participating in an extensive planting project of continuing benefit to the community.

P-22 WEBSTER GROVES ASSOCIATION PROJECT

$50.00 may be awarded annually to a garden club, association/council or group of garden clubs for an outstanding, unusual and completed project that exemplifies the objectives of FGCM, and is worthy of state recognition.

P-23 JACKIE REYNOLDS BEAUTIFICATION AWARD

$100.00 may be awarded annually to a garden club or district making permanent improvements for public benefit. ‘Before and After’ pictures should accompany the Book of Evidence.

P-24 WANDA SIMPKINS CANCER AWARENESS AWARD

$35.00 may be awarded annually to a Garden Club, Council, or Group that does the most to promote Cancer Awareness to its members and the public, beautifying a garden and promoting healthy lifestyle, Adults and Children. (11/2020)

P-36 BOWEN/WHITMAN WATER CONSERVATION AWARD

$50.00 may be awarded to the club or group of clubs that does the most to educate its members and the public about the need for water conservation, as well as demonstrating means to conserve water; such as through rain barrels, establishing a rain garden in a public place and/or planting a xeriscape garden. P-46 LANDSCAPE DESIGN COUNCIL NATIVE GARDEN TOUR AWARD $50.00 may be awarded to a club for a Garden Tour of three (3) members’ gardens each featuring a native garden area with native United States plants; attended and judged by at least one (1) Landscape Design Consultant, Environmental Study Consultant, Gardening Study Consultant or Flower Show Judge. HISTORIC PRESERVATION AWARD

P-53 KAREN BLACKMORE AWARD FOR PRESERVATION OF BEAUTY $50.00 may be awarded annually to one or more clubs for the completion of a historic preservation project such as the restoration of a park, a building and/or garden of importance to the heritage of a particular locality. (11-15)

HORTICULTURE AWARDS

P-55 SHARON PARSONS HORTICULTURE WORKSHOP AWARD

$35.00 may be awarded annually to a club which sponsors one or more Horticulture workshops in which members learn how to cut and groom specimens to exhibit in a Standard Flower Show. Requires a Book of Evidence.

P-56 GILBERT AND ELLA PENNEWILL HORTICULTURE STUDY AWARD $50.00 may be awarded annually to one club showing evidence of conducting the best Horticulture Study. A club may not win this award in consecutive years. This award is in recognition of Ella Pennewill, one of the founding members and Past President of the Garden Appreciation Club of Greater St. Louis. Ella was a Past President of the Federated Garden Clubs of Missouri, Inc., a National and State Life Member and a Nationally Accredited Master Flower Show Judge. Presented by the Garden Appreciation Club of Greater St. Louis.

SPECIAL AWARDS

S-1 THE FEDERATION AWARD OF HONOR

A gift not to exceed $100.00 may be awarded annually by the Federation to the person chosen to receive the State Award of honor. A nomination may be made using the AOH Nominating Form and received by the State Award of Honor Chairman by December 20. (06-03)

S-2 FGCM GARDEN CLUB OF THE YEAR AWARD

$100.00 and a traveling trophy will be awarded annually to the garden club which has excelled in performing best in the most objectives of the FGCM. Performance, not contribution, shall count. The winner shall be determined from the Club presidents’ Annual Report by the Club Ratings Committee. A club may not win this award in consecutive years. No application necessary for this award. S-3 JUDY GUDDE MEMBERSHIP AWARD

$25.00 may be awarded annually to one club for most increase in its own membership, and/or bringing a garden club into the Federation. Winner is to be determined from State Membership Chairman’s records. No application is necessary for this award. (11-15)

S-4 STATE PRESIDENT’S AWARD

$50.00 may be awarded from the State Treasury at the close of an administration to the garden club whose programs and/or projects most closely promote the current State President’s theme. The winner shall be determined by the State Club Programs Committee for presentation at the Annual Convention in odd-numbered years. No application necessary for this award. (11-03)

Y-1 CENTRAL DISTRICT YOUTH ENVIRONMENTAL CONCERN AWARD $25.00 may be awarded annually to a Youth Garden Group for outstanding environmental concern activity. Grades Pre-Kindergarten through Grade 12 (PK-12).

Y-2 NORTH CENTRAL DISTRICT YOUTH HORTICULTURE AWARD $25.00 may be awarded annually to a Youth Garden Group for outstanding horticulture activity. Grades Preschool through Grade Nine (PK-9).
